A Traveler In The Foreign Service: Playing The Role Of Gatekeeper To America

There was a grown man crying at my visa window. It was my first week interviewing visa applicants at the American embassy in Skopje, Macedonia, and before I’d even had a chance to ask this man why he was applying to visit the U.S., he was sobbing uncontrollably on the other side of the bulletproof glass window.

“Why are you crying?” I asked, in Albanian.

The man said that his son in the U.S. was gravely ill and he needed to visit him right away. My computer indicated that this man had already applied and been refused for visas ten times in the past five years. The son had just had an operation and the man before me believed that his family was lying to him about his son’s condition.

“My son’s wife is a liar,” the man said, in Albanian. “I know it’s much more serious than they are telling me. I don’t know if he’ll make it.”As the man handed me a sealed letter from a hospital in the U.S., I braced myself for a heartbreaking story that I assumed would involve cancer, leukemia, a terrible car accident or who knows what else.

My eyes scanned the letter from the hospital and when I saw the worlds “soccer” and “ankle” I almost burst out laughing. As my visa applicant dried his tears in a handkerchief, I told him that his son had sprained his ankle playing soccer and would be just fine.

These are the kinds of mini-dramas that are acted out at U.S. embassies and consulates millions of times per year, as Foreign Service Officers (FSO’s) screen applicants who want to visit, study or work in the U.S. Because of the crushing demand for U.S. visas around the world – last year more than 7 million foreign nationals applied for non-immigrant visas to the U.S. – all FSO’s are required to do a consular tour as junior officers.

Doing a consular tour is seen as a sort of rite of passage – paying one’s dues, so to speak. There are all kinds of horror stories about visa work – some people who are interested in joining the Foreign Service don’t follow through because they’re afraid of doing visa work and others join but expend a lot of effort bitching about the consular requirement.

I found that visa work could be tolerable, and even enjoyable under the right circumstances. Or it can be miserable, depending on workload, whom you share the visa line with and what level of support you receive from management. Here are a few points about visa work at the State Department and surviving the consular tour requirement.

Will you be Able to Say ‘No’?

A common sentiment I’ve heard from friends and colleagues who worked at the State Department in a civil service capacity is, “I don’t think I could do visa work because it would be too hard to refuse visa applicants.”

U.S. law requires consular officers to consider most categories of non-immigrant visa applicants – tourists, students and the like – as intending immigrants unless they prove they have strong ties that would compel them to return to their home countries. In other words, most visa applicants are to be considered guilty until they are proven innocent, and in many poor countries, trying to prove that you won’t overstay your visa isn’t easy.

As a lifelong traveler, I too wondered before I joined the Foreign Service if I’d have a hard time enforcing the law. As a frequent traveler, my gut instinct coming into the Foreign Service was that almost anyone should be allowed to come and visit the U.S. But after I started the job, and saw how many people were abusing the system, my perspective changed, and I came to understand why the law is written the way it is.

Occasionally, I’d feel bad having to refuse people who had particularly sad cases, but you handle so many applications and hear so many lies that after a while, it isn’t really possible to conjure sympathy for everyone. There are millions upon millions of people who want to live in the U.S. and sadly, it just isn’t possible for everyone. If it were, our population would be 3 billion instead of 314 million.

There are some FSO’s who never really learn how to say ‘no’ to visa applicants. I know a few who had 97 or 98 percent issuance rates, but the vast majority learns how to do it with no real problem. Like anything else, practice makes perfect.

Is it Hard to Get a Tourist Visa to the U.S.?

The common perception is that it’s very difficult for people in developing countries to obtain tourist visas to the U.S. While many are denied each year and many more don’t even apply because they think they won’t qualify, or can’t afford the fees, it isn’t nearly as hard as people think.

Take a look at the visitor’s visa issuance rates in countries around the world, and you’ll probably be very surprised. In fiscal year 2011, the issuance rate in Mexico was 87 percent, in Brazil it was 96 percent, Russia was at 90 percent, South Africa came in at 95 percent and even Pakistan, Kosovo and Syria had issuance rates hovering around 70 percent. By my calculation, using the State Department’s total issuance and refusal figures, about 85 percent of visa applicants were issued around the world in FY 2011.

There are a number of reasons why the State Department issues more visas than it denies, and I explored this topic in a research paper a few years ago. I won’t go into all of these reasons here, but suffice it to say that it’s a lot easier to issue visas than it is to deny them. Applicants who get their visas head off to the U.S., while refused ones stay home and enlist their friends or relatives in the U.S. to call and send pleading messages to the embassy to get their visa refusals overturned. FSO’s are constantly asked to justify refusals but rarely are asked to explain issuances.

Bid Carefully to Avoid Visa Mills

For those who want to join the Foreign Service but are wary of having to do visa work at a so-called “visa mill” posts, where one might have to adjudicate tens of thousands of applications per year, do your research in the bidding process. I’ve done consular work at three overseas posts and none were considered “visa mills” but the consular workload at each post varied dramatically.

It might take a bit of research, but find out how the post you are bidding on is staffed, and then look at the total number of visa applications they get per year. It’s not an exact science, but you’ll get an idea for how busy you’ll be.

Better Have a Thick Skin

Visa interviews are high stakes affairs for the applicants and while most visa applicants are courteous – even if they are refused – you will inevitably have to endure some abuse at some posts. I know FSO’s who had applicants in Haiti cast voodoo-like spells on them, toss mysterious substances at them under the document slot, and worse. If you adjudicate enough visa applications, you will have people curse and condemn you.

But the worst vitriol sometimes comes in the mail. Many applicants say nothing when refused at the window, but write letters, or have their relatives or their relatives’ congressional representatives write letters alleging outrageous conduct that never occurred. I will never forget one failed applicant who wrote a letter comparing me to a Nazi prison camp guard.

Once in a blue moon, you might receive a thank you letter from an applicant who received their visa, but for every one of those, there are 1,000 complaints and all of them require a response. But for all the negatives, visa work can also be fun. You meet a lot of people, you hear great stories and you get to practice using the local language wherever you are. In limited doses, at the right post with good management, it can actually be enjoyable.

Restaurant Offers Diners Discount For Conversing

It’s not uncommon to be at a restaurant where patrons are texting on their phones, tweeting on their iPads and Skyping on their laptops. Well, one Los Angeles restaurant has had enough of people going out together, only to not even converse with each other. In fact, Eva Restaurant Los Angeles is offering a 5 percent discount to diners who leave their cellphones with staff while seated.

On Tuesday, owner Mark Gold told KPCC Radio he hopes the policy will create an environment where diners can interact without the interference of technology. Gold also added the initiative was not implemented to satisfy patrons who get annoyed by the noise and light of smartphones.

According to the UK’s Daily Mail, the discount is offered to guests when they are seated by staff. So far, nearly half have taken advantage of the offer, many even expressing gratitude at the opportunity to disconnect from their cellphones.

While technology can be helpful for travelers, we’re hoping establishments continue to encourage socializing in real life and not just online.

Vagabond Tales: A Bojangles Virgin No More

In the eight months I’ve been penning “Vagabond Tales” I’ve written about experiences from all corners of the globe.

Some of them have been exotic such as swimming with elephants in Thailand, and others have been a bit more dangerous such as kayaking with Alaskan killer whales or nearly being kidnapped in a Borneo jungle. I have ventured onto floating islands in Lake Titicaca, roasted marshmallows over an active volcano in Guatemala, and snorkeled with irukandji – one of the deadliest animals on Earth – off the Great Barrier Reef of Australia.

Over that same period of time I’ve dined on everything from wine and cheese in the south of France to live clams in an underwater cave in Vietnam.

This past week, however, I went and did something I’ve never done before:
I ate at a Bojangles restaurant in the American south.

Wait. Are you kidding me? Bojangles? You’re calling this a travel experience?

As I explored in my article “Why Do We Take Pictures Of Our Food?” regional cuisine is as much a part of the travel experience as are museums, monuments, or UNESCO World Heritage Sites. Eating ceviche in Peru is as integral to the country as Machu Picchu. Pairing a Guinness with a pot of beef stew is as important to an Irish visit as kissing the Blarney Stone or staying in a Connemara Castle.And, along this same reasoning, ordering chicken and biscuits in the American south is right on par with touring Civil War battlefields. There are even some who may argue that a visit to the South is like visiting an entire other country to begin with. Though I won’t jump into that debate, from the copious amount of Confederate flags still flying, there are some who still side with the soldiers who once tried to make it a reality.

In fact, if you look at a map of Bojangles locations across the country (for the record, Bojangles is currently in 10 U.S. states and has one location in … Honduras?), with the exception of Pennsylvania the map could almost be mistaken for a map of the former Confederacy.

Given this regional dominance I feel fairly confident in saying that eating at a Bojangles can be considered an authentically Southern experience. On a recent stop in Weaverville, North Carolina, as I discussed the quality of the grits with an employee I’m going to call “Flo,” I realized that the experience I was having was no different than any first-time situation I’ve encountered elsewhere across the globe.

As someone who grew up in Maui, Hawaii, I have never eaten grits. I also have never had chicken mixed with freshly baked biscuits. With the same curiosity with which I scour remote and far-flung corners of the globe, I flung open the door of Bojangles and set to work exploring new culinary experiences right here in the U.S. of A.

So, in the spirit of the recent, viral review of a North Dakota Olive Garden, I hereby offer my rave review of the Weaverville, North Carolina, Bojangles.

The first thing I noticed once inside the door was that there were only three colors on the menu. Actually, that’s not true. The very first thing I noticed was the cardboard sign informing customers that the outdoor ashtray was not a trash can.

Comparing the menu with the food choices on display, I arrived at a curious conclusion. It appeared that the only colors on the menu were red, yellow and brown. Ketchup is red, fried chicken is yellow and the Bo-tato fries are pretty close to brown. The menu, it seemed, mimicked the colors of the food.

What’s notable about this is that there is no green on the menu, a nod to the fact that none of the sandwiches appear to be served with any form of vegetables. No lettuce. No tomato. Just brown and yellow; chicken and biscuits.

The next thing I noticed after the fried menu was that Flo spoke into her microphone like a contestant on “The Price Is Right.” Repeating my order one item at a time into the skinny black microphone, although the words coming out of her mouth contained phrases such as “Cajun biscuit” and “side of grits,” she may as well have saying “I’m going to say $1, Bob.”

Fully immersed in the experience and excited about the prospect of dining on my Cajun Filet Biscuit, Flo informed me there was a possibility I might not get my side order of grits.

“Oooh they’re really good today,” she confided in me with a smile. “I’ll put the order in for ya, but we’ve been eating them all morning and I’m not sure if there will be any left!”

My gut told me that Flo was just being friendly, but until the cup of grits materialized on my plate two minutes later there was a part of me that somewhat believed her.

With my tray of food in hand, the third thing I noticed after sitting in a surprisingly comfortable seat was that there was a flat screen television inside of the sparsely-filled dining area. Although I have since been informed that this is becoming common practice, it was the first time I have ever seen a television in the dining area of a fast-food restaurant. On the TV was an ad for calorie-free Splenda, although as a man in overalls filled his large soda cup to the brim with Coca-Cola, I doubted there was anything about his pour that was anywhere close to being calorie-free.

Finally, all peripheral distractions aside, the moment had finally come to try the food. The Cajun Filet Biscuit was arranged just as promised: chicken, biscuit – that’s all. The grits sat like a scoop of fine white sand. I skipped out on the mega-sized soda and opted instead for a coffee.

And you know what?

I loved it. I loved every bite of it. For $4.99 I was full, the biscuit tasted fresh, the grits weren’t as bad as all Yankees seem to make them out to be, and despite the lack of anything green, I could see why there was a line that nearly stretched out the door.

Actually, to be fair, the coffee was terrible and I poured it in the grass outside.

Nevertheless, I can now say with confidence that not only does a Mendoza malbec go swimmingly with a cut of filet mignon, but chicken does in fact go well with homemade biscuits and a side of unflavored grits.

Will I stop at another Bojangles on my road trip through the South? Probably not. The price sure is right, but I like seeing a little green on my menu.

Walking out into the heat of the summer sun, I passed Flo as we crossed paths while headed towards the door.

“Good aint it?” she smiled.

“Yes ma’am,” I could honestly say. “Yes ma’am it was.”

The Dos And Don’ts Of Voluntourism

In Juarez, Mexico, a group of American university students build houses. In Quito, Ecuador, medical professionals spend two weeks correcting cataracts – pro bono. In Kenya, handfuls of Hollywood stars try “making a difference” at orphanages. At the same time, these volunteers are having a travel experience. They stay in hotels, eat in restaurants and try to bond with locals. They are volunteer traveler hybrids known as voluntourists. Can they really see the world and save it too?

A rising tide of do-good travelers

“Voluntourism,” writes David Clemmons, founder of VolunTourism.org, “is the conscious, seamlessly-integrated combination of voluntary service to a destination with the traditional elements of travel and tourism – arts, culture, geography, history and recreation – while in the destination.”

Over the past 20 years, companies and organizations have sprouted up to meet mushrooming demand for these experiences. In kind, journalists and researchers have also begun investigating the impacts. A recent ABC report, for example, examines the downsides of medical missions.

The benefits for the voluntourist are clear: meaningful cross-cultural exchanges; the chance to contribute to a vital humanitarian cause or project; and insights about life from people with different perspectives. But critics have legitimate questions. Can cross-cultural exchanges also lead to greater misunderstanding and loss? Can well-intentioned individuals on short-term schedules make a lasting difference? Is it really about the destination, or just an ego trip? The solution is complex.

Theory versus practice

In academic circles, best practices have been suggested to avoid voluntourism’s potential dark side. Academics cite potential negative impacts such as the overruling of locals’ desires, outright cultural loss or change, low quality of work completed, decreased demand for local labor, and poverty rationalization (i.e. a reinforcement of misconceptions about poverty).

Meanwhile, on the front lines of voluntourism, organizations have years of ground-level experience with connecting travelers to volunteer opportunities all over the world. Volunteer coordinators admit the road isn’t always smooth, and that when trying to place affluent Westerners in impoverished populations, anything can happen.

In a collection of interviews I collected with volunteer placement coordinators all over the world, however, the academic skepticism remained a distant abstraction. Coordinators recalled very few bad voluntourist scenarios, noting that experiences are overwhelmingly positive. Based on their diverse experiences, they offered their wisdom on practices to avoid as a voluntourist and how to volunteer abroad like you mean it. A cross section of those conversations follows.

What not to do as a voluntourist

Tim Rowse is is the director of WAVES for Development, which combines surf tourism on the Peruvian coast with community service projects. He recalled a difficult experience with one particular individual. “Pre-departure, we spent time corresponding with the volunteer on in-country travel logistics, setting up lodging, keying up staff for their arrival in Lobitos, Peru,” Rowse explains. “Preferring to trust that individuals will deliver on their commitments, we let payment slide until his arrival. Turns out, the volunteer decided to bypass WAVES all together and live in an unaffiliated hotel. His idea was to volunteer for WAVES from outside our system. That’s fine, we get people who don’t know about WAVES and show up in Lobitos wanting to help, but we couldn’t help but feel frustrated at how the events occurred.”

Perpetua Opoku-Agyemang is general manager of Student and Youth Travel Organization in Accra, Ghana, which provides a range of cross-cultural programs and support services. She laments some volunteers’ uncompromising attitudes. “We’ve had cases where a volunteer isn’t satisfied with the condition of our bicycles, so halfway through the journey, she or he abandons the bicycle and walks the rest of the way.”

Laurel Carlton is a volunteer coordinator in Xela, Guatemala, at EntreMundos, a non-profit that provides organizations and communities with training opportunities, resources and volunteers. Because EntreMundos emphasizes clients’ needs over volunteers’ requirements, personal irresponsibility can cause substantial problems.

“One volunteer went to an organization that networks with local producers of fair trade and organic products,” says Carlton. “The volunteer spoke Spanish, had marketing skills and, prior to arrival, she indicated she would stay for at least two months. The organization was quite enthusiastic about the volunteer, and spent several days training her and preparing an individual project. After her first week, the volunteer stopped showing up, and the organization was unable to contact her via email and telephone. Three weeks later, they received an email that she had decided to move on with her travels. The organization was so frustrated by this waste of their time, energy and resources that they have discontinued their volunteer relationship entirely.”

How to volunteer abroad like you mean it

Ground-level managers all look for similar things – a willing attitude, language capabilities, cultural sensitivity, applicable skills and open-mindedness – and they tend to agree that longer stays are most effective.

Carlton describes an ideal experience: “One young woman spoke advanced Spanish and had extensive marketing skills. She was exemplary in her work with an indigenous women’s weaving cooperative. She successfully won the organization over $1000 in funds to buy two much-needed sewing machines, she held several successful fundraising events, and she focused on improving ties with the weaving store’s external markets.”

A similar anecdote comes from Chris Engler, a program coordinator at World Unite. “We recently had a 43-year-old man, Olaf from Germany, who works in public relations. He came for six weeks to Tanzania to volunteer with an NGO that is dealing with female genital mutilation, which is a very sensitive issue. A lot of knowledge about local culture is needed to address rural tribal communities about the topic successfully. Olaf was excellent in listening to the NGO members and developing a PR strategy. He also raised funds for its implementation. Olaf is still in touch with us and is continuing with PR work for all the NGOs in Tanzania he got to know.”

Engler says that a positive attitude and cultural sensitivity are the key criteria of good voluntourists. Carlton, aside from prizing strong Spanish skills in EntreMundos’ voluntourists, agrees. “Great volunteers display flexibility, independence, personal maturity, initiative and a high level of openness and tolerance to a different culture. Humility and awareness of their status as a visitor in another country are also highly important.”

Sustainable Bolivia’s assistant national director, Erin Beasley, succinctly outlines a very healthy overall approach for would-be volunteers. “Observe what needs to be done and help to make that happen. Leave the place cleaner than when you arrived. When you receive generosity, respond with generosity. Be direct, thoughtful and patient when communicating with your new colleagues. And have fun! Your energy and spirit of helping is a great addition to your host organization.”

Voluntourism Dos and Don’ts

Don’t

  • Overstate your skills and abilities
  • Make commitments you can’t keep
  • Expect a free ride just because you are working
  • Forget your priorities: In voluntourism, ‘tourism’ comes second

Do

  • Your homework. Look for transparency about how your fees are being used
  • A deep self-evaluation of your motives and expectations before voluntouring
  • Plan to stay awhile. The longer you stay, the more effective you can be
  • Try it at least once in your life, no matter your age or experience level

10 Questions To Ask Yourself Before Choosing A Travel Partner

One of the most important decisions you’ll make when planning a trip is who you will travel with. While choosing a travel partner from hell will leave you miserable and wanting to go home, picking the right companion can enhance your trip as you share new experiences together. To ensure you make a good choice, here are 10 questions to ask yourself before choosing a potential travel partner.

Do you have similar budgets?

In my opinion, this is one of the most important questions to ask. If your partner is looking to eat at five-star restaurants and stay at luxury hotels, while your plan is to eat street food and CouchSurf, there are going to be problems. You never want to be made to feel like you’re compromising your travel experience to please someone else. Moreover, you also don’t want to go broke trying not to appear cheap in the eyes of your companion. Have a candid talk with your potential travel buddy about what their budget is, and how much they are willing to compromise. Would they mind staying in a hostel instead of a hotel? Would you mind going out to eat three nights a week if they’re okay with eating fast food during the rest of the trip? Ask these questions before you book, not after.Is this person independent or co-dependent?

When I tell people the story of traveling through Europe with an extremely co-dependent backpacker, they usually think I’m exaggerating. Sadly, I am not. If I so much as went outside to read a book without her, she would scream at me. If I made new friends, she became jealous. If I showed an interest in doing something that wasn’t in her already-made plans, I would get the silent treatment. There are some people out there who really don’t want any alone time when traveling. And, if that travel style matches yours, that’s fine. However, if your the type of person who likes to walk around on your own at times, or even just wants the option to be able to if you want, make sure your potential travel partner will be okay with this. In my opinion, the best travelers are a mix of both. You want someone who is excited to share new experiences together, but who also won’t freak out if you need a break sometimes.

What interests do you share?

While at work or Friday happy hour it doesn’t bother you that your friend is a party animal who sleeps the weekends away, it may when you’re spending 24/7 together. While you don’t need to plan an itinerary, discussing some possible activity scenarios is a good idea. Would your partner be interested in a homestay, to get closer to the local culture? How adventurous are they? Is their idea of a vacation lying on the beach the whole time, or exploring the city? Make sure you’re on the same page when it comes to what interests you have, because if your friend wants to browse museums while you’d rather go hiking and horseback riding, it probably won’t work.

What type of accommodation do you want to stay in?

This is another area where I have gotten into trouble with travel partners. While my only qualification for an accommodation is that it doesn’t have bugs, my travel partner in South America wouldn’t stay in dorms with more than four people and wanted to scope out every hostel before we booked. Moreover, while I was interested in CouchSurfing and meeting locals, she wasn’t. Luckily, we were both very independent and were fine with staying in separate accommodations and doing things together during the day. However, don’t assume your partner will be okay with this situation. Talk about it before committing to travel together.

How flexible are they when it comes to planning?

How much does this person need things planned out compared to how much you do? If you’re the type of traveler who enjoys just showing up to a place and living in the moment, you probably won’t enjoy your trip if your partner needs every moment of every day written in an agenda book. Discuss your travel styles and what your ideal amount of planning is, and see if you can reach a compromise.

How do they react to stress?

When traveling, I don’t get stressed out unless the people around me do. Incidents like lost luggage, broken electronics, missed trains and less-than-perfect hotel rooms don’t ruin my vacation. Because of this, I refuse to travel with anyone who freaks out over a lost shoe or a broken air conditioner. Yes, mishaps are annoying; however, if something isn’t jeopardizing your safety, you shouldn’t let it ruin your trip. Even more importantly, you shouldn’t let someone else let it ruin your trip.

What is their routine like?

Looking at a person’s everyday routine can give you insight into how they’ll travel. Do they take three hours to get ready? Are they big into partying? Do they sleep late or wake up early? Are they the type to sit inside all day doing nothing? Of course, people do act differently while on vacation depending on what they want to get out of the trip; however, if your friend is the type who can’t get up before noon if they’ve had too many beers, you may want to re-think traveling together.

How are your conversations?

Can the two of you hold a good conversation? Better yet, is silence awkward or comfortable? Do you have a similar sense of humor? You’ll be practically living with this person if you travel together, so you want to make sure you can have enjoyable talks without any discomfort.

How will it affect your relationship if the trip goes sour?

If you’re traveling with a close friend who you’ve never traveled with before, how will it affect your relationship if you don’t end up being compatible as trip buddies? Will it ruin the friendship? If so, maybe you should think about traveling with someone you don’t know very well, such as someone from CouchSurfing or Globetrooper. If you do go with your close friend, make sure to candidly discuss your travel styles, goals and that if you end up not being good as travel partners it doesn’t mean you still can’t be close friends.

Would I be better off traveling solo?

If you’re unsure of who would make a compatible travel partner, why not travel solo? Think about it. You won’t have to compromise your trip to please anybody else. Instead, you choose exactly what you want to do, and when you want to do it. No discussions necessary. Additionally, you’ll open yourself up to meeting interesting people on the road, having new adventures and getting to really know your capabilities.
