BREAKING NEWS: New security regulations updated – go into effect midnight tonight

After over a week of uncertainty, subpoenas to bloggers and false positives, the governement has settled on a comprehensive package of new security measures following the failed terror attempt on Christmas day.

Politico.com appears to have the first mention of these new measures. As usual, the government is slow on releasing their own news.Tomorrow, we’ll probably see some official mention from the DHS web site, unless they plan to keep it a secret, and wait for bloggers to leak it again.

The measures include:

  • 100% of passengers flying to the United States from a country on a “state sponsor of terrorism” list will be patted down, and will receive enhanced luggage screening.
  • Passengers from Nigeria, Pakistan and Yemen will be added to a list of “countries of interest” and will also receive additional screening.
  • Passengers from all international airports will receive random enhanced screening. This could be a pat-down or screening through advanced imagers (whole body imaging), explosives puffers or other equipment.

As much as I love to complain about airport security, these new measures seem to make perfect sense. There are of course still some unknowns – how will passengers transiting be screened, and how quickly will international airports be forced to introduce upgraded screening equipment. [Ed. note: this is particularly interesting in light of the revelation that a full-body scan wouldn’t have detected the Christmas Day bomber, anyway.] There is of course also the issue of how the Department of Homeland Security plans to enforce the new measures, and how they plan to audit foreign measures, especially since they have a hard enough time keeping an eye on their own domestic security.

In the end, we’ll probably all need to get used to enhanced screening for flights heading to the United States, at least until someone wishes for “world peace” and has their wish granted.

UPDATE 2: The TSA has found someone to update their web site on a Sunday evening -but their statement is short and contains no new information.

UPDATE 3: An unidentified member of the TSA has listed the 14 “countries of interest” that will trigger these additional measures. Interestingly and unusually, this directive does not have an expiration date and is intended to be “sustainable and long term.”

Additionally, pilots still have the ability to curtail pillow and blanket use, and limit passenger movement in the cabin during any portion of the flight.

UPDATE 4: The TSA is serious about breaches, folks. On Sunday night, flights out of one terminal at EWR were halted for seven hours as officials investigated a possible security breach. Unfortunately, the person who caused the alert was never located.

PRO TIP: Leave the rhinestone-encrusted grenades at home. Don’t even put them in your checked bags.

: Despite the obvious need for leadership from TSA, the Senate is still locked in a standstill over the President’s nominee to head the TSA.

Interestingly, even US citizens flying into the US from overseas will face enhanced security inspections, which may include full-body pat-downs. And by “full-body,” we mean “private parts,” too.

Body scanners wouldn’t have caught Northwest bomber

Here’s another hit for airline security. Not only have we discovered pat-downs aren’t effective, now it turns out that full-body scanners wouldn’t have detected the Christmas bomber on Northwest Flight 253.

Umar Farouk Abdulmutallab was overpowered by passengers and flight crew after trying to detonate nearly 3oz of the chemical powder PETN (pentaerythritol tetranitrate) hidden in his underwear with a syringe containing a liquid accelerant to set it off. Neither of these items would have been detected by the scanners because they use a millimeter-wave technology that´s only good for detecting dense objects such as metal, plastic explosives such as C4, and thick plastic. Powders and small amounts of liquids can’t be detected.

Conservative Minister of Parliament Ben Wallace, former adviser at the defense firm Qinetiq, which developed the scanners for airport use, said that in test trails the millimeter waves passed through not only clothing, rendering it invisible, but also liquids, powders, and thin plastics. The very things Abdulmutallab hid in his nether regions to avoid detection in case he got patted down, which he didn’t.

Wallace said that x-ray scanners probably wouldn’t have worked either.

The machines’ limitations were confirmed by Kevin Murphy, product manager for physical security at Qinetiq. The company is developing an improved version.

Last week the Transportation Security Administration ordered $165 million worth of millimeter-wave and x-ray scanners at about $150,000 a pop.

Airport pat-downs: exercise in futility

Is this really a shock? Pat-downs don’t work well. Aviation experts say that government rules limit where the security folks can check, which means that would-be bombers only need to stash their illicit goods in the uncomfortable places that can’t be touched. Any frequent traveler has been subject to this ritual at least once – and has probably wondered what good it does. Arms, armpits and legs are felt … but is this where anybody would stash something illegal or dangerous?

Making the ritual more troublesome is that the pat-down only occurs when there is a triggering event, specifically the chirp of the metal detector. Clear the technology, and the effectiveness of a pat-down is irrelevant.

The current pat-down technique was shaped by a 2004 TSA list, which was based on complaints by female passengers … and even the revised approach, which protects sensitive body parts and hasn’t been released to the public, hasn’t been enough to prevent the occasional irritation over underwire.

A Government Accountability Office report last year led to some changes, because federal investigators were able to sneak liquid explosives and detonators through airport security checkpoints. The changes that followed opened up the areas open to search – including breasts and groins – but only in certain situations.According to a statement by the TSA, “This new procedure will affect a very small percentage of travelers, but it is a critical element in ensuring the safety of the flying public.”

Of course, the Christmas bombing attempt has prompted a renewed interest in airport pat-downs. They may not be effective, but action is better than nothing, right? Yet, passengers again pushed back, with Gerry Berry, a Florida-based airport security expert, telling The Associated Press, “People just wouldn’t stand for it. You wouldn’t. I wouldn’t.”

And, there’s always the fear of litigation when normally covered and protected body parts are involved. The TSA says that security balanced with privacy concerns is its top priority.

Meanwhile, the comforting touch of a TSA staffer could become more common. As full-body scanners are deployed more widely, passengers will be able to choose personal contact over a total scan.

TSA snags child’s Christmas present: Think like TSA when packing your carry on

Think like TSA when you pack your Christmas presents for your flight home. If you don’t think like TSA, your child may end up losing a gift. It almost happened to us.

In the past, I have said goodbye to a full bottle of suntan lotion and a corkscrew with a knife attached. Those were not fun to lose, but these were items that ended up in our carry on bag as we hurried. I’ve known about snow globes for awhile so I never would forget about one of those.

Still, to not be like me, don’t pack in a hurry. Sift through that carry on bag one more time. Don’t think logically; think like TSA. Items that may seem harmless to you can cause TSA’s warning bells to ring. This summer, as Scott posted, one boy lost a Star Wars toy from Disneyland at a security checkpoint.

In general, when it comes to TSA’s warning bells, I’m not one to argue, but when it came to one of my son’s Christmas presents, I went head to head with Mr. TSA Man. I tried to stay polite even though I was mad enough I could have spit.

Here’s how it went down and who won. Will a certain present be under the tree this year?

As a last minute shopping trip the day we flew out of the airport in Albuquerque, New Mexico this summer, I headed to the Indian Pueblo Cultural Center and my favorite gift shop. There, among other things, I bought a hand-painted, flimsy bow and arrow set for my son for a Christmas present.

Because both could be easily snapped in two–the arrow was more of a stick really with merely a suggestion of a tip, I decided to keep the set in the shopping bag and use the bag as a carry on. I had “toy” on the brain. I did not have my TSA thinking cap turned on.

As soon as Mr. TSA saw the bow and arrow through the monitor of the X-ray machine, he saw weapon. Of course he would. He’s TSA Man.

TSA Man pulled the bow and arrow out of the bag.

“It’s a child’s toy.” I tried to be reasonable in my tone.

TSA Man said, “It’s a bow and arrow.”

By this time the bow and arrow was on the counter in plain sight. My son looked happy to see it. “Is that for me?” he said. There went a Christmas surprise.

“Could you remove the arrow so we could take the bow?” I asked TSA man, thinking this might be a solution to keep us both satisfied. I really liked the bow.

“No,” said TSA man.

“Why not?” By this time, TSA man was really getting on my nerves. I was trying to be helpful. He didn’t seem to care that he ruined a perfectly good Christmas present that I wouldn’t find anywhere else.

TSA Man: “Because it’s a bow and arrow.”

At this point, I may have said “That’s dumb.” I did say, “If you take off the arrow, wouldn’t it be just a bow?”

“No,” he said. “It’s still a bow and arrow.”

Recognizing the futility of the power of logic, I said, “Then I’ll check it.”

I had a carry on that the set would fit in and I’m stubborn.

I reached for the bow and arrow.

TSA Man: “You can’t touch it. I have to carry it.”

“Fine.”

I waltzed toward the terminal door that lead out of security with my carry on and with TSA Man following close behind. He handed me the child’s bow and arrow once I was on the main terminal side of the door.

Ever polite, I did say “Thanks,” although by this time I did not sound pleasant.

The bow and arrow set made it home safely. Checking it last minute cost $15 dollars–twice as much as I paid for it. Oh, but keeping that bow and arrow set was so worth it.

This is a lesson in having a carry-on you can check if need be and enough time before your flight to do a last minute check in.

By the way, there were three wooden tomahawk toys in the shopping bag as well. I guess tomahawks aren’t weapons.

The bow and arrow set is not going under the Christmas tree. My son already has it.

Ryanair threaten to drop Italy

Ryanair is saying it might ditch Italy … and it’s not just a publicity stunt. The low-cost airline says that new rules on which forms of identification are acceptable for boarding compromise security. The new reg, from Italy’s civil aviation authority, ENAC, makes licenses for driving, fishing and hunting fine for use at the gate, along with government badges and other documents.

This isn’t good enough for Ryanair. Michael O’Leary, the company’s CEO, said in a statement, “We are really sorry for the inconveniences that this decision will cause.” He continued, “It’s completely inappropriate for ENAC to introduce measures that reduce security on Italian domestic flights, compared with the security measures successfully used on all Ryanair flights in the EU and all Ryanair domestic flights in every other EU country.”

In protest – and, ostensibly, for security concerns – Ryanair is keeping its domestic flights among 10 Italian airports grounded from January 23, 2010 until the issue is fixed to O’Leary’s satisfaction.
Meanwhile, ENAC claims that the change is based on a 2000 law and that the other airlines are playing ball. In a statement, the agency said, “No carrier can operate on the national domestic market without respecting the rules.” It added, “Ryanair is the only EU and international operator that demands to fly in Italy without respecting Italian law.”

I feel strange writing this, but I agree with Michael O’Leary. Fully. A hunting license doesn’t strike me as sufficient identification to board a plane. I’m not an alarmist, but a bit of diligence is a good idea.
