Visa-free travel by the numbers

Visa-free travel is easy travel. Procuring visas takes time, energy, and money, and is beyond debate a pain for frequent travelers. The erection of visa barriers responds to a number of factors, though it can be said without too many qualifications that the citizens of rich countries tend to have a much easier time accessing the world visa-free than do the citizens of poor countries.

The Henley Visa Restrictions Index Global Ranking 2011, excerpted in the Economist last week, was just published by Henley & Partners, an international law firm specializing in “international residence and citizenship planning.” Henley & Partners divide the world into 223 countries and territories.

And who gets to travel with few visa restrictions? The best citizenships for visa-free travel belong to nationals of Denmark, Finland, and Sweden, at 173 apiece. On their Nordic heels is Germany at 172 and a mess of countries (Belgium, France, Italy, Luxembourg, Netherlands, United Kingdom) at 171. The United States isn’t too far down the list, tied in fifth place with Ireland at 169. The US comes in ahead of Switzerland (167), Canada (164), New Zealand (166), and Australia (166).

Some of the least lucky countries, according to the Henley Visa Restrictions Index survey: India (53), China (40), Iran (36), Lebanon (33), and Afghanistan (24).

Gladiator died because of ref’s error, says archaeologist

A gladiator who fought 1,800 years ago may have died because of a bad call from a ref.

Archaeologists have long puzzled over a line in the epitaph of Diodorus the gladiator’s gravestone. It reads, “After breaking my opponent Demetrius I did not kill him immediately. Fate and the cunning treachery of the summa rudis killed me.”

The summa rudis was a referee who oversaw gladiator games. Unlike what we see in the movies, real gladiator fights were highly ritualized and had strict rules. One rule was that if a man pleaded for mercy, it was up to the sponsor of the fight (a local bigwig or even the Emperor) to decide if the defeated gladiator should live or die. Another rule was that if a gladiator fell without being pushed down by his opponent, he was allowed to get up and retrieve his weapons before the match continued.

Now gladiator expert Prof. Michael Carter says he knows what this inscription means. His theory is that Diodorus knocked down his opponent and backed off, waiting for the sponsor’s orders to either kill him or let him go. The referee, however, ruled his opponent fell down on his own. He was allowed to pick up his weapons and fight on. . .and ended up killing Diodorus.

Whoever wrote Diodorus’ epitaph seems to have believed the ref did it on purpose. We’ll never know for sure, but it just goes to show that among the countless dusty old inscriptions preserved in museums and archives, there are stories of real people and how they lived, and died. So next time you’re shouting at a ref for making a bad call, think of poor Diodorus and remember that some bad calls are worse than others.

The gravestone was originally found in Turkey and is now in the Musee du Cinquanternaire in Brussels, Belgium. The best place to see where gladiators fought and died is, of course, Rome, where the Colosseum has opened its underground tunnels to show where gladiators, prisoners, and wild animals waited their turn to entertain the crowd. There’s also a well-preserved amphitheater in Mérida, Spain.

Lost travel friends

Before Facebook–hell, before mobile telephones and email–it wasn’t all that easy to keep in touch with people you might meet on the road.

You could exchange addresses and telephone numbers, of course, but by the time you were in a position to make a call or scribble a letter, the immediacy of the connection you’d shared while staying up all night on that Sardinian beach would probably be gone. Just like that, your travel friends would become lost travel friends.

In some instances, the fact that connections were more difficult to establish was a positive thing. Only connections of consequence would outlast the original encounter. The rest would fade away in a pleasant swirl of nostalgia, and you’d never be confronted by vile comments on your Facebook wall from that faint blast from the past who doesn’t belong in your future.

Nonetheless, there’s a little bit of sadness associated with all those lost travel buddies. The kinds of connections forged on the road are quite special–immediate, often effortless, involving snap decisions to trust, share, and engage.

Here’s my own hall of fame of fascinating people met on my travels over the years with whom I either immediately lost touch or failed to remain in contact.

Elke. I think that was the name of the soft-spoken anarchist who alighted from my Berlin-bound train at the final pre-border station in West Germany in the summer of 1989. We’d talked for hours and shared each other’s food. I think she wanted to write children’s books. She was deeply alienated by consumerism and dressed quite shabbily, yet she seemed cautiously happy. I remember that she waved goodbye as she left the train.

The countess. She had a von in her name and lived in a super rich suburb of Munich, on a lake. I was 17. We took the overnight train from Paris to Munich and stayed up the entire time talking and smoking a million cigarettes. Where are you now, countess? Living with your five children and count husband in a Bavarian castle? Doing drugs with your Romanian bodybuilder boyfriend in Mallorca?

The French couple who drove me and my father from Rijeka to Ljubljana in their miniscule car. We met on the Jadrolinija ferry from Dubrovnik. He was portly; she was tiny. They spoke very little English and our French was execrable but we laughed the entire way.

The East German man. Lars? It was 1992. I was stuck at a hostel in Oostende for a few days waiting for a ferry to England. He was a mad traveler, driving off every few weeks to explore another corner of Europe until recently forbidden to him. He told me how much he wanted to visit Iceland, and several months later I received a postcard from him from Reykjavik. I wonder sometimes if this fellow now works in the travel industry.

Carol Ann, the American nun. She shared a regular train compartment with me and my sister, which we tried to turn into a makeshift couchette by drawing the shades and pretending to be asleep. Whenever someone would open the door looking for a place to sit, my sister, 14 at the time, would sit up in a fake stupor and ask them to be quiet so that we could remain sleeping. Sister Carol Ann giggled each time this happened.

France’s burqa ban goes into effect

Today France has taken a controversial move and instated a burqa ban, aimed at the traditional religious covering worn by conservative Muslim women. The ban will potentially affect up to 2,000 women who wear a full-face veil in public, though it is unclear how the enforcement will work as police cannot remove the veil. Women who refuse to lift the burqa or niqab may be taken to a police station for an identity check, threatened with a 150 euro fine, or forced to attend “re-education” classes. Men who force women to wear the veil will face a 30,000 euro fine and up to a year in jail. So far only a few women have been arrested for protesting the ban near Paris’ Notre Dame cathedral.


Jacques Myard, a Parliament member and supporter of the ban said “The face is a dignity of a person. The face is your passport. So when you refuse me to see you, I am a victim.” France has the highest Muslim population in Europe, estimated between four and six million, though only a few thousand women wear the full-face veil. Belgium has passed a similar law but hasn’t enforced it, and the Netherlands is considering a ban as well.

Schengen and the disappearance of European passport stamps


Creative new use for border crossing posts at German/Austrian border.

In the late 1980s, an American spending a summer traveling across Europe with a Eurailpass would see his or her passport stamped possibly dozens of times. With a few exceptions, every time a border was crossed, an immigration agent would pop his or her head into a train compartment, look at everyone’s passports, in most cases stamp them, and move on. Every Eastern Bloc country required visas, some of which could be obtained at the border and others of which had to be applied for in advance.

Today, an American can enter the Schengen zone in Helsinki, fly to Oslo and then on to Amsterdam, proceed by train through Belgium, France, Italy, Slovenia, Austria, Hungary, Slovakia and Poland, then by bus to Lithuania, Latvia, and Estonia, and then by ferry back to Helsinki before catching a flight to Athens and landing in Greece without once needing to submit a passport to a border guard’s scrutiny.

The development of the Schengen agreement across Europe has altered the geopolitical map of the continent in many ways. For tourists, the development of the Schengen zone has simplified travel by drastically reducing the number of times a passport can be checked and stamped as national borders are crossed.

The Schengen Agreement is named after the town of Schengen in Luxembourg. It was here in 1985 that five countries-Luxembourg, Belgium, the Netherlands, West Germany, and France-signed an agreement to essentially create borderless travel between them. A model for this agreement had been created years before by the Benelux countries (Belgium, the Netherlands, and Luxembourg), which eliminated border controls back in 1948. The Nordic countries also did away with internal border posts, in 1958.

In 1995, the five original Schengen countries plus Portugal and Spain inaugurated the zone. In 1997, Austria and Italy joined. Greece followed in 2000 and the five Nordic countries joined in 2001. In late 2007, nine more countries joined the Schengen zone; most recently, Switzerland signed up in 2008.

Today, 22 European countries are part of Schengen. Every European Union country (save the UK, Ireland, Bulgaria, Romania, and Cyprus) belongs. Other members include EU holdouts Iceland, Norway, and Switzerland. The European microstates present a few complications. Monaco’s borders are administered by France, which makes the tiny principality a part of Schengen, while Liechtenstein’s accession, approved by the European Parliament in February, is pending. San Marino and the Vatican are de facto versus official members, while mountainous, landlocked Andorra remains outside of the zone altogether.

There are five EU countries not currently part of the Schengen zone. The UK and Ireland (as well as the Isle of Man and the Channel Islands) operate a Schengen-like agreement called the Common Travel Area. Neither country is obligated to join the zone.

Romania, Bulgaria, and Cyprus, however, are all bound by treaty to eventually join. Romania has fulfilled all the criteria for joining Schengen and Bulgaria is close to fulfillment as well. These two countries will accede together, likely later this year. Cyprus presents a more complicated situation given the division of the island between the Republic of Cyprus in the south and the largely unrecognized Turkish Republic of Northern Cyprus in the north.

With the coming accession of the Western Balkans to the European Union, the Schengen zone will almost definitely continue to grow. Might it one day cover the entire landmass of Europe? Check back in two decades.
