California’s proposed shark fin ban stirs up debate over global politics of culinary delicacies

As a former longtime resident of Berkeley, California, I’m no stranger to the concept of eating-as-political-act. Well, there’s a new food ethics issue on the block, kids, and while it may smack of the current, all-too-pervasive epidemic of food elitism, it’s really more about ecology, animal welfare, and the politics of eating–especially with regard to travelers, immigrants, and adventurous eaters.

California, never a state to shy away from bold ethnic cuisine, hedonistic gustatory pursuits, or activism (especially when they’re combined) is currently debating the future of shark fin. Namely, should the sale and possession of said shark fin be banned, making the serving of shark fin soup–a dish with strong cultural relevance for the Chinese–illegal?

A recent post on Grist draws attention to this culinary quandary, which addresses the increasingly dicey future of sharks versus the growing demand and profit shark fin offers fishermen, importers/distributors, and restaurateurs. A bill has been introduced into the California legislature to ban shark fin, which would have certain impact upon the state’s various Chinatowns, most notably San Francisco’s because it’s the largest as well as a profitable tourist attraction. There’s concern that the ban might infringe upon the cultural heritage and economic livelihood of the Chinese community–an ethnic group that makes up a large portion of California’s population. Or, as one Chinatown restaurateur in San Francisco commented, “People come to America to enjoy freedom, including what is on the plate.” Well. If only it were that simple.

This delicacy is a sign of the host’s generosity at banquets, and is believed to have virility-enhancing and medicinal properties. It has no taste, nor much purported nutritional value; the cartilaginous fins merely add a gelatinous texture. But hey, here’s a hilarious factoid I just found on Wikipedia: eating too much shark fin can cause sterility in males, due to high mercury content.

According to Sharkwater, the site for filmmaker Rob Stewart’s award-winning documentary about shark finning and hunting, shark specialists estimate over that 100 million sharks are killed for their fins, annually. Shark finning refers to the practice of cutting the fins off of (usually) live sharks, which are then tossed overboard to die a slow death or be cannibalized by other sharks.

While shark finning is banned in North America and a number of other countries, it is unregulated and rampant throughout Asia (most notably, the Pacific and Indian Oceans, but international waters are unregulated, which leaves a large gray area for finning to occur). The key issue with shark finning, aside from cruelty and waste of life, is its impact upon the food chain. As the ocean’s greatest predators, sharks are at the top of the chain, and without them to consume the food that normally make up their diet, things get out of whack. Other species proliferate, and endanger other species, and so on, which ultimately wreaks havoc upon marine ecosystems.

California isn’t the first state to take on the ethics of shark finning. Oregon and Washington are considering legislation, and Hawaii’s ban takes effect on June 30th. The bigger picture, as pointed out by Grist writer Gary Alan Fine, is that this isn’t the first time food politics and culinary delicacies have caused a ruckus, and it won’t be the last. He reminds us of the Great Foie Gras Fight of 2006, when Chicago banned the sale and serving of what are essentially fatty, diseased duck and goose livers. Chicago finally overturned the ban due to monumental protests, but California has banned the production (not the sale) of foie gras starting in 2012.

Foie gras is a specialty of southwestern France, but it’s also produced domestically in several states. Foie gras is an important culinary tradition and part of French culture. The animals are fattened by force-feeding (“gavage”) several times a day. In the wild, geese do overfeed prior to migration, as a means of storing fat. The difference is that their livers double in size, rather than increase times ten.

What gavage does involve is inserting a tube or pipe down the goose or duck’s throat. Research indicates the animals don’t suffer pain. That may well be true, but there are many reports of gavage gone wild, in which fowl esophagi and tongues are torn. I haven’t been to a foie gras farm, although I’ve done a lot of research on the topic, and have spoken with journalists and chefs who have visited farms and watched gavage. I’ve yet to hear of anyone witnessing visible suffering or acts of cruelty (including nailing the birds’ feet to the floor, something animal welfare activists would have us believe is standard practice). Does a lack of pain mean it’s okay to produce and eat foie gras? I don’t know; I’d be lying if I said it doesn’t bother me conceptually, but I also think it’s delicious. That’s why I want to visit a farm; so I can make an informed decision for myself.

Foie gras aside, the humane/sustainable aspects of commercial livestock production, foraging, or fishing usually come down to the ethics of the producer, forager, or fisherman, as well as regulations and how well they’re enforced (if at all). Sometimes, as with shark finning, there is no humane aspect (although to most of the fishermen, they’re just trying to earn enough to survive).

But there are also cultural differences that dictate these issues. The Philippines has long been under fire for its mistreatment of dogs destined for the dinner table. I don’t condone animal cruelty in any form (which is why I want to see gavage), yet we must also realize that pets are not a traditional part of that culture. How are we to resolve these issues, which in their way, are similar to human rights issues such as clitoridectomy, or child brides? Is it ethical for us, as Americans/Westerners/industrialized nations to dictate cultural changes that have profound and ancient meaning to others?

But before we get our panties in a bunch about foie gras and how other countries treat their food animals, we need to change the way our industrial livestock production system works (click here for an excellent article by food journalist Michael Pollan addressing this topic in response to the Chicago foie gras ban). Am I a hypocrite for saying I’m invested in animal welfare, when I eat foie gras or the carne asada at my local taco truck? Yes, I am. But I also believe we need to pick our battles, and do our research. You can’t save the world, but you can do your best to offset negative impact whenever possible.

In my case, I won’t purchase any endangered or non-sustainably farmed seafood. But I’m not going to give up eating at my favorite ethnic dives because the meat isn’t sustainably-raised, since I get a lot of pleasure from dining at those places. I’m also a food journalist, and I believe it’s my job to eat what I’m assigned to eat, unless it is an endangered species.

In exchange, I refuse to purchase meat for home consumption or cooking classes that hasn’t been raised in an ethical manner. Am I better than you for doing this? I doubt it, but it’s something I feel very strongly about, and it’s my way of offsetting the rare occasions when I eat foie gras for work or pleasure, or for indulging in a burrito binge or other meaty ethnic feast.

Those who advocate the right to eat whatever they wish have said that the government has no place on their plates, be it for ethical, health, or environmental/ecological reasons. Yet still we rage on about the politics of importing, producing and eating things like Beluga caviar (illegal), milk-fed veal (range-fed is a humane alternative), raw milk cheese, and god knows what else in this country. And we judge and despair over the consumption of cats, dogs, sea turtle meat and eggs, horses, and other “cute” animals in other (usually desperately poor) parts of the world.

I’ve said it before: rarely is anything in life black-and-white. And so it is with food. To me, meat is meat. What matters is how that animal is raised and treated before it is dispatched, and how and who makes these types of decisions. If there is any question of pain or ecological imbalance in the equation, I wholeheartedly agree with banning it, assuming other alternatives–be they substitution, more humane harvesting or production methods, or quotas–have been explored.

As a traveler, I’m frequently disturbed by the inhumane (to my American standards) aspects of food sourcing and preparation in other countries. Yet I still have empathy for other cultures when they’re forced to stray from their traditions, whether for tourism, ecological, or other reasons. It’s a thorny issue as to whether we should live and let live, or protect natural resources and animal welfare in countries not our own. I believe we should make the effort to be responsible travelers, whether we do so on an organized trip, or independently. If we don’t look after the planet, cultural relevance, tradition, and the pleasures of the plate aren’t going to matter, anyway.

A guide to America’s most “offal” restaurants

Even when I was a finicky kid subsisting on Kraft Macaroni & Cheese, I was intrigued by offal. No way in hell would I have eaten what are politely known in the food industry as “variety meats,” but they sure looked intriguing.

As with most of my weird habits, I blame my dad for my fascination with animal guts. Growing up the daughter of a large animal vet, I spent most of my formative years raising livestock, assisting with surgeries and necropsies, and working cattle brandings, so I’ve never been squeamish when it comes to animal innards.

Not until I began working in restaurants, however, did I learn that offal, properly prepared, is absolutely delicious. Many of us were forced to eat liver cooked to the consistency of jerky as kids because it was “good for us.” When I ate my first tender, caramelized calf’s liver, however, the interior creamy and surprisingly mild, I actually enjoyed it. Ditto fried pig’s brains, calf testicles, smoked cow’s tongue, grilled chicken hearts…

In most of the world–Asia, the Middle East, Europe, and Latin America–offal has always been a dietary staple due to poverty, and the need to utilize as much of the animal as possible. Glands, organs, and other bits and pieces fell out of favor in America in the late 19th century due to cheap meat (muscle cut) prices. Today, offal is gaining popularity in the States, thanks in part to the increasing emphasis on sustainable food production and supply. British chef Fergus Henderson’s The Whole Beast: Nose to Tail Eating has done just as much to inspire American chefs to get in on the offal revolution this side of the Atlantic.

Following the jump, my picks for some of the best restaurants in the United States to specialize in or honor offal (having the occasional sweetbreads or tongue on a menu doesn’t count). Read on for where to find these temples of, as one chef put it, “offal love.”

Incanto, and SPQR: San Francisco
It’s hard to turn on the Food Network these days without seeing Incanto chef Chris Cosentino’s mug. The “Iron Chef” contestant also appears on a handful of other shows, but he’s best known for his obsession with offal. At Incanto, you’ll find Italian-rooted local cuisine heavy on variety meats. Lamb fries (testicles) with bacon and capers; kip (veal) heart tartare Puttanesca style; creative endeavors with cockscombs. If you want to discover how good esoteric offal can be, this Noe Valley spot is it.

SPQR–sister restaurant to the wildly popular A16–is a bustling little sweet spot on boutique-and-restaurant heavy Fillmore Street. The name, an acronym for the Latin version of “The People and Senate of Rome,” is a tip-off that rising star chef Matthew Accarrino’s menu is littered with animal parts. Look for delicacies like a delicate fritto misto of offal (liver, tripe, and sweetbreads), and braised pig ears deep-fried, and served with pickled vegetables and chili oil.

Animal: Los Angeles
As you will see, this round-up is unwittingly a tribute to Food & Wine magazine’s Best New Chefs, past and present. But a great chef is a great chef, and it just so happens that 2009 F & W winners Jon Shook and Vinny Dotolo love them some animal parts. At their first restaurant, Animal, the down-to-earth duo–former culinary school classmates and longtime co-workers–serve up fancified down-home, finger-slurpingly good treats like pig tails, “Buffalo-style,” with celery and Ranch; pig ear, chili, lime, and fried egg, and veal brains, vadouvan (a spice mixtures), apple sauce, and carrot.

Clyde Common, Porland (Oregon)
The menu isn’t always bursting with offal, but this lovely communal dining spot in downtown’s Ace Hotel knows its way with variety meats–it’s where I first fell in love with tongue. Savor Euro tavern-style treats like chef Chris DiMinno’s chicken-fried chicken livers with cress, cucumber, and lemon aioli; pig trotters, or hearty charcuterie boards with excellent (heavy on the bourbon, gin, and rye) house cocktails.

Amis, and Osteria: Philadelphia
Arguably one of the nation’s most talented chefs, Marc Vetri trained in Italy, and now runs a three-restaurant (and growing) empire with his partners in Philadelphia. The award-winning chef’s restaurants Amis, and Osteria, are heavy on the offal, in two very divergent ways. At Amis, chef/co-owner Brad Spence turns out earthy, Roman trattoria specialties, including a menu section called “il quinto quarto.” In ancient Rome, this “fifth quarter” refers to the four quarters of an animal that were butchered and split up amongst the noblemen, clergy, and soldiers. Peasants got the fifth quarter (also known as “what falls out of the animal). Expect hearty fare like trippa alla Romana, Roman tripe stew.

Jeff Michaud, chef/co-owner of the industrial-farmhouse-styled Osteria, turns out intensely rich dishes like Genovese ravioli stuffed with veal brain, capon, and liver, served with a braised capon leg sauce; crispy sweetbreads with Parmigiano fonduta and charred treviso, and grilled pork tongue spiedini with fava beans and pancetta.

The Greenhouse Tavern, and Lolita: Cleveland
Chef/owner Jonathon Sawyer of downtown’s The Greenhouse Tavern is more than just a 2010 F & W Best New Chef. He’s a man who isn’t afraid to make “Roasted Ohio pig face” one of his signature dishes. Granted, this is a hog gussied up with Sawyer’s signature Frenchified gastropub style: cola gastrique, petit crudite, and lime. But Sawyer, who lived briefly in Rome, also pays tribute to the eternal city of love by serving a daily-changing il quinto quarto “with tasty bits.”

the Publican: Chicago
Spicy pork rinds; blood sausage; headcheese; neck bone gravy with spaghetti and Parmesan; sweetbreads with pear-celery root remoulade. the Publican executive chef/co-owner/award-winning chef Paul Kahan is innovative with more than just offal. He uses scraps, blood, and bones to create charcuterie, as well as elegant, “beer-focused farmhouse fare (his father owned a deli and smokehouse; no wonder).” Chef de cuisine Brian Huston leads the show, carrying on the tradition.

The Spotted Pig, New York
Having just received its fifth Michelin star means this Greenwich Village hot spot will continue to be nearly impossible to get into. But it’s worth the wait for chef/co-owner April Bloomfield’s (yet another F & W Best New Chef alum) soulful gastropub cuisine. In the never-too-much-of-a-good-thing category: Calf’s liver with crispy pancetta and house-made bacon.

I’ve only tapped the surface of what talented, creative chefs are doing with offal in the United States. Have a favorite restaurant doing something noteworthy with bits and pieces? I’d love to hear about it!


Gas stations: then and now

Once upon a time, gas stations gave away all kinds of cool stuff, most of it targeted at kids. As a child of the 70’s, I clearly recall of our Exxon “NFL Helmets” drinking glass collection, and my miniature Noah’s Ark collectible series (What genius ad team decided that was the perfect gas station promo?). The point is, these giveaways worked. My parents would bribe me not to annoy my older brother on road trips by promising me a new plastic animal for my Ark. My brother didn’t have to punch me in retaliation, my parents didn’t have to pull over; everyone was happy.

I’m not exactly sure when the freebies stopped, but that’s not the only thing that’s changed in American gas station culture over the years. Prior to the opening of the world’s first dedicated gas (or “filling”) station in St. Louis in 1905, hardware stores and mercantiles had gas pumps. The price of gas when the first “drive-in” filling station opened in 1913? Twenty-seven cents a gallon.

As I write this, I’m in Oregon, on the final leg of a 10-day road trip from my home in Seattle to San Francisco and Lake Tahoe. The cost of gas in Truckee, California, where my brother lives is $4.09 a gallon. I paid $3.59 in Mt. Shasta today, and thought myself lucky. Oregon also reminds me of another way gas stations have changed between then and now.

[Photo credit: Flickr user iboy_daniel]There were still full-service station attendants when I was a kid: clean, smiling, uniformed pumpers of gas who cleaned the windshield and checked the oil for free. Today, however, Oregon is one of the few states that prohibits the pumping of gas by motorists. I can’t tell you how many times I’ve been yelled at in this state for absentmindedly getting out of my car and touching the pump. I actually enjoy pumping gas, but I’m not going to fight about it. I just think southern Oregon might want to look into hiring gas jockeys who look as though they haven’t spent time in a federal prison or crawled out of a meth lab, especially when they don’t even bother to wipe down my windshield. “Here, take my debit card, please.”

I think the trend toward enclosing urban attendants in bullet-proof booths is something that’s fairly recent. That makes me kind of sad. No one should really have to risk their life working the graveyard shift for close to minimum wage, but being a gas station attendant is definitely a high-risk occupation in a lot of places. If nothing else, the temptation to snack on the plethora of chemically-enhanced food and beverages in the workplace creates a hazardous environment.

Although a dying breed, I’ve seen some pretty sweet, old-school gas stations in the rural Southwest, South, and California’s Central Coast that sell regional bbq, Indian fry bread, or biscuits and country ham. I once visited a gas station in Tasmania that sold artisan bread, local cheese, butter, and milk (in bottles, no less), and local wine, jam, and honey. I really wish gas stations/local food markets would catch on the States…it would make getting gas less painful, even if it further depleted my bank account.

Gas station design has changed drastically over the years. Many rural stations in the fifties and sixties sported kitschy themes, such as dinosaurs or teepees, and were roadside attractions in their own right. Today, we have mega-stations like the Sheetz chain, which is wildly popular in the northeast for made-to-order food, all of it annoyingly spelled with “z’s” (If you need coffeez to go with your wrapz and cheezburgerz, you should check it out). There is something to be said for one-stop mega-station road shopping, however. It’s incredibly convienient when you’re short on time or in the middle of nowhere, and in need a random item.

I love dilapidated old filling stations, but I’m also lazy, so it throws me when I can’t use my debit card at the pump. It’s kind of a moot point, because I possess a bladder the size of a walnut. The cleanliness of gas station restrooms, while still an advertising hook, used to be a point of pride. These days, I feel like I should be wearing a hazmat suit when I use most small chain station toilets. Seriously, if you’re not going to going to clean or restock your bathroom, ever, please don’t post a sign telling me to report to the management if it needs “servicing.”

As for those fun giveaways disguised as advertising? I think that maybe the Happy Meal is what killed it for gas stations. Once fast food outlets started giving kids toys, the ad execs had to come up with a new plan. Which I suppose is why most gas companies target grown-ups now, even if they still use cartoon graphics. Does the sight of anthropomorphized cars dancing atop the pump actually sell gas and credit cards? I’d rather have a set of drinking glasses.

Highway 1 in photos

My first drive down Highway 1, properly called State Route 1, was during the summer of 2007. My two best friends and I constructed a loft bed in our van and we took off driving down the coast… from the tip of Oregon and, eventually, down to San Diego. Images from the trip, in my mind and in my photo albums, have regularly sent me into a west coast reverie. Now that my most recent birthday is fresh under my belt, I think I spent the celebratory weekend well: driving up Highway 1 this time.

I didn’t get to go far, but the picturesque drive is one for the savoring, no matter how short. So I savored what I could get. My first attempt at driving up the Highway 1 was cut short because of flooding. When I approached the highway the second time, I nervously drove my uninsured rented car through a foot or two of moving water and I crossed my fingers, hoping that’d be the last of the flooding. And, for the most part, it was. And then I spent a day driving up the coast, trying to keep my eyes on the road.
For the sixth day in a row, incessant rain had been predicted. But the sun came instead of the rain that day and photographer Ben Britz and I drove. And we stopped to take photos. And we continued driving and stopping until the sun went down. Here are some of the photos from the trip.

Native Americans in Oregon hunt buffalo for first time in a century


In the old days, the Cayuse people used to rely on the buffalo hunt. Like many other Native American tribes, the buffalo gave them meat, hide, bone, grease, bone, and other materials. But once European settlers swept across the continent the buffalo all but disappeared. The Cayuse haven’t had a buffalo hunt in a hundred years.

All that has changed now that the Cayuse have won the right, initially given to them in a treaty dating back to 1855, to hunt buffalo on Federal land. It’s the latest in a string of victories for Native Americans in various states pushing for traditional hunting rights. In 2006, the Nez Perce and the Confederated Salish and Kootenai won the right to hunt on Federal land outside Yellowstone National Park, although they are forbidden from hunting within the park.

White settlers hunted the buffalo nearly to extinction by the early twentieth century. A couple of generations of careful management has helped the population rebound, and they’re now classified as “Near Threatened“, which is a lot better than “Endangered”.

Now the Cayuse and Shoshone-Bannock of Oregon have begun to hunt again. In addition to hiking, swimming, bird watching, logging, and a host of other uses, Federal land now has a new use, or an old one.
