Foreign tourist planning to visit the United States? Here is how to avoid the $14 ESTA fee for the next two years!

As you’ve read here on Gadling, tourists planning to visit the U.S. will soon have to start paying a $14 fee. $10 of that fee goes into a fund to help promote tourism to the U.S. – and yes, we totally understand how insane it is to ask tourists coming here to pay to promote coming here.

That said, there is a way to avoid this fee for the next 24 months – simply apply for an ESTA visa before September 8, and leave the “travel information” fields empty. These fields are not required and your form will be processed just fine without them.

This will get you approval (assuming you are not a terrorist) and a 24 month ESTA authorization, without having to pay any fees. The only requirement is that your passport needs to be valid for the entire 24 month period. Once it expires, you’ll need to re-apply (and pay the fee.)

If you wait till after September 8, you’ll be charged the $14 fee. So, even if you are not sure you are coming to the United States, apply anyway, and in the worst case, you’ll have lost ten minutes of your time. Then, when you get here, use the $14 you saved to buy something nice.

Weekending: Beirut


One of the best things about life as an expat in Turkey is easy access to Europe, the Middle East, and Asia, with many previously far-flung destinations only a few hours’ flight away. I might not plan a week-long vacation in, say, Kosovo, but if I can be there for Friday happy hour and home Monday morning, why not? My main criteria for choosing weekend trips are easy access, no advance visa required, and access to sights and culture I won’t find in Istanbul. Other than that, I pore over the Turkish Airlines timetable like a Stieg Larsson novel, choose a destination, and start planning.

The place: Beirut, Lebanon

All the travel mags have recently hyped Beirut as the “Paris of the Middle East,” a title the city has long boasted but only recently regained after the 2006 bombings. Now it’s *the* place for nightlife in the Middle East, a hot bed of new construction with luxury hotels opening like the Four Seasons and Le Gray, and a diverse mix of culture (Lebanon has 18 official religions, representing Muslim, Christian, Jewish, and the Islamic Druze sect), where you can often hear church bells and the mosque’s call to prayer on the same corner. The downtown district has been beautifully restored, though it lacks a little soul; the Corniche waterfront is pleasant for strolling among Muslim families and locals drinking tea and smoking nargileh pipes; and the university area of Hamra is dotted with cozy pubs and cafes.

  • As the summer gets more oppressively hot in Turkey, I find myself in search of a beach and despite the fact that Istanbul is surrounded by water, options are slim and expensive. Beirut offers many options for refreshment in the form of beach clubs (really a glorified pool complex with restaurants), where you can also take in the daytime social scene with young Lebanese chatting each other up in the pool with a cocktail in one hand and a cigarette in the other (smoking is pretty much the national sport of Lebanon, so be warned). If you’re not wearing stilettos and a bejeweled, designer bikini that probably shouldn’t come into contact with liquid, you’re probably under dressed.
  • The shopping scene downtown has the usual gang of international brands, but nearby Saifi Village has cool boutiques with local, up-and-coming designers. Even more interesting is the Sunday Souq el Ahad flea market, with everything from live chickens to bootleg DVDs to antique clocks, with nary a souvenir or fanny pack in sight. Try saying that about the Grand Bazaar.
  • Expat ease: English is widely spoken and US dollars are used everywhere in addition to Lebanese lira, though getting change in two currencies requires some finely honed math skills. Alcohol is quite readily available and cheaper than in Turkey, with particularly good local wine and laughably cheap duty free prices.

Downgrades

  • With all the hotel openings, the cost of accommodation is pretty steep, with few hotels under $200 in high season and a dearth of good budget options. Looking for a hotel with a pool (a must in summer), I ended up at the Riviera Hotel, where the main draw was the attached beach club and quick walk to Hamra, for $165 a night. Beirut could use a chain like Istanbul’s House Hotels, which has converted historic buildings in trendy neighborhoods into chic and cheap accommodation.
  • As sprawling and inconvenient as Istanbul’s public transportation is, Beirut is even worse with a confusing and rundown bus system and taxi cabs which have no meters (tricky to agree to a price in advance when you don’t speak Arabic or understand what price you should pay). Service taxis are shared cars most locals use to get around, but they are virtually indistinguishable from private taxis and difficult to navigate, as you have to ask where they are going.
  • Beirut has a handful of good museums and good access to day trips, but otherwise your sightseeing can be done in a day or two, which can leave you for more time for people watching at the beach or at a cafe. Contrasted with Istanbul’s endless array of palaces, museums, historical sights, and markets, Beirut works best as a stop on a larger trip or as a relaxation and nightlife-centric getaway.

Getting there

Beirut International Airport is served by flights from Europe and the Middle East; budget carriers Air Baltic and Pegasus connect with most of Europe, and bmi flies from 7 cities in the US via London. Most countries get a free 1-month visa on arrival. There’s no public transit from the airport; arrange a taxi pickup with your hotel, or try to bargain to around $30 – 40. Along with Syria and a dozen other countries, Lebanon will not allow entry to anyone with an Israeli passport stamp, but you shouldn’t have many problems going into Israel with a Lebanese stamp.

Make it a week

Beirut is an exciting, sad, glamorous, and hopeful city, all at the same time and depending on your perspective. It would be worthwhile to extend your trip to explore more of Lebanon or combine with a visit to Syria (also a “go there before it gets discovered” destination but requires you apply for a visa in advance).

Russia pushes visa-free Russia-EU travel

At the 25th European Union-Russia summit in Rostov-on-Don, Russia yesterday proposed that both parties mutually abolish visa requirements. Currently, the two entities impose reciprocal visa requirements upon each other’s citizens.

In the name of improving business and tourist links, Russian President Dmitry Medvedev announced that Russia is ready to drop its visa requirements of EU citizens. He also tacitly acknowledged that several EU member states have reservations regarding any mutual lifting of visa restrictions.

As it now stands, Russian citizens have to apply for Schengen visas to visit the 27-country European Union, and citizens of European Union countries, in turn, have to apply for visas to visit Russia. Tourist visa costs are relatively low for all parties, at around €35 for Russians entering the EU, and also €35 for the citizens of most European Union states seeking to enter Russia.

Meanwhile, in an independent but fascinating development, Russia and Kazakhstan are moving toward a customs union. Starting July 1, the two countries will charge identical tariffs on trade with the external world while enjoying internal free trade on a bilateral basis. Originally, Russia, Kazakhstan, and Belarus were supposed to join a three-country customs union, but Belarus has opted out over details related to oil export duties.

Russia is trying to coordinate its accession to the World Trade Organization in a small bloc alongside Kazakhstan and Belarus, a decision announced last year to widespread head-scratching among trade experts. Joint accession to the World Trade Organization is unprecedented.

Icelandic ash stranded you in the US? Beware of a visa overstay!

The Iceland volcano disruption is causing unprecedented disruptions in air travel all around the world – but your problems could become even worse if you are here in the United States on any kind of Visa or Visa Waiver that is about to expire.

The Visa Waiver program allows you to be here for 90 days – and overstaying that period will result in all kinds of hassles if you ever plan to return. I have personally witnessed someone being sent back to Europe because they had overstayed by 3 days several years ago.

There is no blanket exception for travelers impacted by the flight cancellations, so you are on your own to apply for an extension. Do not assume everything will be alright – even one day past your 90 days can result in a future deportation or entry refusal.

To apply for the extension, you will need to contact a local U.S. Citizenship and Immigration Services facility. A guide on how to extend your visa status can be found here. Even though the normal procedures do not permit Visa Waiver status to be changed, exceptions are being made for people stranded due to the volcano. If you are not able to contact a local office, make sure you have a copy of your I-94 arrival-departure form, as you’ll probably have to put together a letter once you get back home.

European airlines playing hardball with passengers lacking US travel clearance

Last year, the United States introduced the ESTA visa pre-clearance system. With ESTA, all US bound passengers from visa waiver countries need to apply for travel permission 72 hours before they depart.

The system is designed to give the US government a clear picture who will be attempting to enter the country. In its early stages, airlines were given a bit of leeway when it came to passengers boarding their planes without the ESTA approval, but starting March 20th, that will no longer be the case.

For each passenger that arrives in the US without clearance, the airline will be fined $3300. Obviously, this steep fine means the airlines will be paying extremely close attention to passenger documents. Dutch national carrier KLM claims that about 7% of their daily US bound passengers failed to apply for the ESTA clearance. This number equals 350 passengers, or a potential fine of over one million Dollars each day!

At check-in, staff will be able to verify the ESTA status, and for those passengers that “forgot” to do their homework, an expedited system is available. But if the systems are down, or the clearance is not granted on time, passengers will be denied boarding.
