What’s Making Chinese Travelers So Angry?

Air travel delays in China are becoming epidemic. According to an article published today in Time, only 18 percent of flights departing from Beijing in June took off on time.

Chinese travelers are understandably frustrated with this problem, but their collective anger has taken a turn for the worse. Physical altercations, as seen in the video above, and arguments between travelers and airline workers have been documented. The latest protest tactic enacted by the travelers affected by the prevalent delays are sit-ins: passengers have been refusing to leave grounded planes that were subject to delay until compensated for the inconvenience. On July 28 in Dalian, passengers on two separate planes allegedly refused to exit and stayed put in their seats instead.

But staging a sit-in or becoming aggressive toward airline employees isn’t going to affect the problem because the core of the problem is centered in the very infrastructure of Chinese air travel: poor management by airline operators. The Civil Aviation Administration of China (CAAC) has attributed a whopping 42 percent of delays to mismanaged operations of airline carriers –- a problem that trickles down to individual flights from the top of the corporate airline pyramid, not the other way around.

The problem has gotten so bad some airlines are training their crews to defend themselves.

Tarmac Rule Suspension Idea Heralds Really Long Flight Delays

Sequester cuts have had already had an impact on travel, grounding the Navy’s Blue Angels at air shows, turning Houston’s George Bush Intercontinental into a third world-like airport and delaying the opening of national parks. This week, the Federal Aviation Administration (FAA) began furloughs for some of its 47,000 agency employees, including 15,000 air traffic controllers. Faced with flight delays that could add up to hours, the U.S. Department of Transportation (DOT) is considering a temporary suspension of the three-hour tarmac delay rule, making air travelers the clear losers in the deal.

Just when air travelers were beginning to enjoy better on-time performance by airlines, partially fueled by the 2010 Airline Passenger Bill of Rights, evidence is mounting that U.S. airlines will experience longer and longer delays. In response, the DOT is considering an application filed by Airlines for America (A4A) and the Regional Airline Association (RAA) to suspend the three-hour tarmac delay.

That rule also requires airlines to keep toilets open, provide water and essentials for passengers held for hours on the tarmac and allow them to deplane after three hours for domestic flights and four hours on international flights.

The exemption, if granted, would greatly reduce the possibility of airlines being fined up to $27,500 per passenger.Cutbacks are estimated to delay as many as 6,700 flights each day at the nation’s 14 biggest airports said a report in the International Business Times. Airports affected include Atlanta Hartsfield-Jackson, Chicago O’Hare, Los Angeles, San Francisco, Miami and all airports serving New York City.

History tells us that being without air traffic controllers is a bad idea, but not one that means long-term travel disruption. When President Reagan fired air traffic controllers in 1981, air travel slowed. But after supervisors and military controllers joined non-striking controllers, 80 percent of flights were operating normally.

American Airlines Flights Snarled By System Outage And Airport Shutdowns

It’s a bad day to be flying with massive closures and flight delays across the country due to a series of technical problems and security breaches.

First up, American Airlines announced that all of its flights would be grounded until at least 5 p.m. CT. An FAA spokesperson said the system-wide outage is the result of computer problems. The airline, which has been besieged by complaints via twitter, says it’s working to resolve the issue as quickly as possible.

Meanwhile in New York, part of LaGuardia Airport has been evacuated after a suspicious package was found in the central terminal building. According to Bloomberg, emergency services and the city’s bomb squad are on the scene but there are no further details regarding the incident at this point.

And finally in Boston – where security has been tight ever since yesterday’s bombing at the Boston Marathon – an aircraft is under investigation. US Airways Flight 1716 has been stopped at Boston Logan Airport because of security concerns, although the exact nature of the threat is unclear.

All of this adds up to gridlock across the nation, with hundreds of flights grounded and passengers delayed, stranded, stuck on planes or unable to make flight reservations. The series of airline troubles come at a bad time for a country already on edge following yesterday’s tragedy on the east coast.

Update: 4:04 ET: NBC News reports that a suspicious package at Dallas Fort Worth has been investigated and determined to be a small tire.

Airport, Airline Weather System Updates To Save Time, Fuel, Eventually

When unavoidable bad weather causes turbulence in the air, passengers can expect a rocky ride. In the past, while pilots have aimed to avoid turbulence, they have been limited in the number of available tools. Now, a new turbulence avoidance system promises to change that.

A smoother ride
Called the Juneau Airport Wind System (JAWS), it was developed by the National Center for Atmospheric Research (NCAR) and provides information pilots can use to route aircraft away from patches of potentially dangerous turbulence.

“By alerting pilots to areas of moderate and severe turbulence, this system enables them to fly more frequently and safely in and out of the Juneau airport in poor weather,” says Alan Yates, an NCAR program manager who helped oversee the system’s development in an R&D Magazine article. “It allows pilots to plan better routes, helping to reduce the bumpy rides that passengers have come to associate with airports in these mountainous settings.”

The system uses a network of wind measuring instruments and computational formulas to interpret rapidly changing atmospheric conditions. The Federal Aviation Administration accepted JAWS for operational use this year.

Sliding in for a landing
In the works and delayed for several years, another system relies on satellites and GPS rather than the radar system developed in the 1950s to direct planes and jets from takeoff to landing.

Called the NextGen system, it will be initially used in Orlando, Washington, D.C., Atlanta, northern and southern California, Houston, Charlotte and northern Texas. The new system should allow planes to fly with less spacing between them on more direct routes, and allowing them to glide to a landing rather than following a step down pattern that is not fuel efficient.

The NextGen system has been compared to walking down a flight of stairs vs. sliding down the banister.

“In addition to improving safety and increasing capacity, this plan will allow for more direct routing for airplanes, less holding at the destination and better planning for constant descent arrivals mentioned above, resulting in less carbon emissions, fuel consumption, and noise.” said Gadling’s Kent Wien in Plane Answers: Airlines see green in appearing green back in 2009, just to show how long this one has been in the works.

Strike to cause delays at UK ports and airports tomorrow

A massive public sector strike planned for tomorrow in the UK will slow down travel in ports and airports.

An estimated 750,000 public sector workers will go on a one-day strike in protest over proposed changes to pensions, and this will include thousands of customs and immigration officials. UK ports and airports will remain open but passengers should expect delays.

Most schools and many other government buildings will be closed tomorrow. Strike organizers complain that the new public sector pension scheme will make employees work longer, put more money into the system, but get less when they retire.
